UNISON National Delegate Conference 2022 – Afternoon Session Day 3

We now move on to the Rule amendments section of the conference agenda. this is the section where changes are voted on to change the Rule book.

First was the Amendment 5 Rule D Committee – this amendment was carried

Amendment 1 – Rule C – Unemployed Members – this amendment generated a very large debate with many speakers for and against the amendment. There have been two points of order put to move to the question being put these were both lost and the debate continues.

The Third point of order was dismissed by the Chair of Conference however the fourth was taken and it was decided for the question to be put. This then went to a vote on the amendment and due to the result being too close to judge it was put forward as a Card vote. This result will be reported back to conference when it has been completed. As Rule 2 Amendment will not be discussed until the result is back as it is linked and will fall if Rule Amendment 1 is carried.

Amendment 10 – Rule G – Branch Organisation was carried

Amendment 9 – Rule F – Regional Council was carried

Amendment 12 – Rule G – Branch Officers was carried

Amendment 6 – Rule D – Powers was carried

Amendment 11 – Rule G Branches was carried

Amendment 14 – Rule I Disciplinary Action

The Card vote result for Amendment 1 – Rule C – Unemployed Members – has been returned and the results are as below

For – 580,678

Against – 455,147

Majority for – 125,531

This amendment is lost as it did not reach the 2/3 motion

Following this result Amendment 2 – Rule C – Unemployed Members – will now be debated, as Amendment 1 has fallen

This created a very big debate for and against this amendment on this rule change and points of order order were made 1 point of order wasn’t carried however the second one was put and and a vote was made. This result was ruled by the chair of conference that the majority for was over 2/3 and this rule amendment was carried.

UNISON National Delegate Conference 2022 – Morning Session Day 3

This mornings session began with the receiving of Standing Orders Committee report 4, there were reference backs made to the report and this reports was carried by conference.

there was then a Solidarity photo taken as a call for support of Turkish Trade Union Leader, Gonul Erden

We then moved on to a Speech from Mehmet Bozgeyik, president of KESK, Turkish Confederation of Public Service Workers.

Motion 69 – Global Vaccine Inequality – was discussed and carried

Motion 7 – The Seven Principles of Public Life – this motion was not carried and Fell

Motion 87 – Review of the Equality Act – this motion was carried

Motion 46 – The Future of the National Minimum Wage – the motion was carried

Composite D – Sick Pay

UNISON National Delegate Conference 2022 – Morning and Afternoon Session Day 2

This mornings session began with conference being given Standing Orders Committee Report Number 3 this report was received and some reference backs were made to be looked into by the Standing Orders Committee.

Now we move onto motions to be discussed, the first motion to be discussed was Motion 58 and 58.1 Campaigning for a National Care Service, this motion was carried as amended.

Following this motion the card vote result was announced from yesterdays Motion 11 – Not In Our Name this motion was carried following the result of For 655,809, Against 389,160 with a majority of 266,649.

Motion 93, 93.1 & 93.2 – Post Glasgow COP26 – Decarbonising UK Public Services – this motion was carried as amended

Motion 89 & 89.1 – Trans Equality – Louder and Prouder – this motion was carried as amended

Motion 1 & 1.1 – Building the Union Organising for our Future was now discussed and this motion was carried

We then move to lunch and after lunch we discuss the following motions.

Composite B – Public Sector Pay, Finance, Taxation and the Cost of Living Crisis (36,37,1,37.2,2,37.3) was carried

Motion 67 &67.1 – Levelling Up – Was Carried

Motion 109 Taking Effective Industrial Action Under Current Legal Restrictions – was carried

Motion 12 – Combatting the Rise of Discrimination and Harassment Through Education – was carried
