National Delegate Conference 2025 Day 2

We start today’s session of conference with the welcome of this morning’s chair and also the moving of Standing Orders Committee Report 3 – this was carried

We then resume to yesterdays business and a discussion that was paused on Motion 64 Unite for More Rights – this motion was carried

We then move to Composite G – Migrant Workers – this was carried and due to this Motion 73 falls

Me now move to Emergency Motion 1 – Reaffirming UNISONs Commitment to Trans, Non-binary and Gender-diverse Rights following supreme court ruling – this motion gained some debate and was carried

we start the Afternoons session with Composite Motion F – Backing the Employment Rights Bill – this motion was carried.

Following the inspirational speech from Lee Saunders we move on to the motions on the remaining order of business. The next is Motion 9 – Support for Branch Activists – this motion was carried

Motion 11 – Neurodiversity Training for UNISON Activists – this was carried as ammended

Motion 12 – All We Ask is to be Treated with Dignity and Respect – this motion will continue to be discussed and debated in tomorrows conference session.

National Delegate Conference 2025 Day 1

We start with a welcome by this morning’s chair Maureen LeMarinnelle, Maureen welcomed all to this year’s conference and welcomed all of our international guests in attendance this year. There was then tributes made to all of those who have passed away since the previous conference including members and staff.

We then move to the moving of standing orders committee report 1 and this was carried and we then moved on to standing orders report 2, this incurred a series of questions and references back on items contained in the report. All of the references back fell and we’re not carried. The report was carried following this.

We then move to the moving of this year’s Annual Report 2025 this is delivered by Andrea Egan. You can read the Annual report here….

We then move to the Financial Statements year ended 31 December 2024. You can read the statement here…

Discussions then began on the first motions. This was Composite A Organising to Win and Delivering a Decade of Growth – this motion continued until the afternoon session where those speaking for the motion continued. This motion was carried following a point of order asking for the question being put.

We now move to to the Composite B – The Far Right – this motion was carried which means that motion 28 falls

We now move to the remaining order of business otherwise known as ‘The Snake’ moving motions from the non-prioritised motions

Motion 34 – Campaigning for a Bailout for Public Services – this motion was carried as ammended.- this Motion was carried and Motion 35 now falls.

Motion. 30 – Don’t Take Our Winter Fuel Allowance Away! – this motion was carried as ammended

Motion 59 – Pay Compensation to the WASPI Women Now! – this motion was carried

Motion 64 – Unite for More Rights – this motion will continue to be Moved and discussed in tomorrow’s session.

Local Government Conference 2025 – Day 2

Day two begins with a welcome to conference by Andrea Eagan and then a speech by Glen Williams to recognise the work of a national officer who is retiring.

We now go onto the moving of motions, with the first motion to be discussed is Motion 30 – Reasonable Adjustments and the Disability Employment Charter – this was carried as ammended. You can find out more about the charter here…

Motion 25 Artificial Intelligence and it’s Impact on Local Government Workers – this was carried as ammended. You can find support on this ever changing issue on the below UNISON AI Hub…

Motion 28 – Food Standards Agency – Pay, Terms and Conditions – this was carried.

Motion 29 – Gender Questioning School Guidance – A UNISON Issue – this was carried, you can find more useful resources here…

Motion 24 – NJC Bargaining – after a healthy debate and valuable contributions for and against this motion this was carried as ammended.

Motion 26 – Job Evaluation and Equal Pay in Local Government – this was carried as ammended.

Motion – 27 Advancing Opportunities for Black Workers in Local Government (Including fixed-term contracts)

We then broke for lunch and Following this we have a speech from international speaker, Annie Enriquez-Geron, General Secretary, Public services labor Independent Confederation,the Philippines, you can learn more about the work Annie and the union does by clicking on the below…

We then return to motions contained within the Reorganisation and Devolution section of the Annual report.

Composite A – English Devolution was Moved and carried as ammended.

Motion 7 – Local Government Reorganisation: Full and Restored Funding Must Come First! – this was carried.

Motion 6 – Supporting our Members through Local Government Reorganisation – this was carried as ammended.

Motion 4 – Local Government Reorganisation is an attack on Local Democracy – was carried

This concluded the business of the agenda, we now move to the remaining business not Moved yesterday and this morning.

Composite C – Local Government Funding – is the first composite to be discussed, this is a collection of motions which have the same themes and aims. You can read more about these in the composite booklet below.

Motion 19 – Undoing the Damage Rebuilding Services for LGBT+ People – was carried

Emergency, EMC 1 – Responding to Reform UK – Local Government Staff and the increase in Reform UK councillors. This motion was carried

This concludes the second day final day of this year’s Local Government Conference, any motions not Moved will be taken back to the Service Group Executive to be discussed, look out for tomorrows updates on National Delegate Conference.
